Only 1 app is triggering per memory

Describe the bug Only 1 app seems to be triggrering on memories since April 02 2025

To Reproduce Steps to reproduce the behavior:

1. Ensure you have multiple apps installed (I have 11)
2. Create a memory
3. observe only 1 app triggers

Current behavior Previously (on April 02), I had multiple apps that would trigger, but now only 1 seems to trigger (random each time)

Expected behavior All apps that should trigger, trigger.
