WebDAV: separate library?

With version 12, WebDAV support was removed from the standard distributions of BaseX, due to security concerns with regard to the outdated Milton WebDAV library.

As it is still needed in practice, mostly in projects that include oXygen, we could provide its functionality via a separate JAR file.
