Make OpenWatcon file multiplatform, so they work on Linux and OS/2.

Builds tested on OS/2 (eCS 2.1) and Linux (Mint 18.3). Executables for DOS, OS/2 and Linux start fine on their platforms wherever there are built. I have no Windows, so did not modify the Windows build.
