Dropdowns, Toggles and Selects need an active state

Currently, dropdown/toggle/select components used across the app (notifications, more menu, etc) function as toggles, either opening or showing the menu. They have no indicator or active state on the button itself to show whether the menu itself is actually open or not, which is necessary for an accessible interface.
