Create build_explodata_json in journalcrawler.py

As a intermediary step implement the tracking for just the exploration data (FSS and DSS) on its own before a integrated function doing both is written.

Sort of done. though it only tracks bodies that were scanned and/or sold. No values for any of these yet.
