I made a start, with [this PR ](https://github.com/eclipse-ee4j/mojarra/pull/5325) Mojarra renders **every** on* attribute as long as it's covered by ClientBehaviorHolder#getEventNames().

Moved 4.1 to 5.0 as this is a rather big change.
