Concerning referencing tags attributes etc in the project file

Just curious, how much of the tags signaling bump instructions can be deferred to tags, attributes on the tags, etc? What I mean is, the targets appear to collate the loosely specified instructional tags into a single tag BumpVersion, and attributes on that tag. Just curious, why not just specify that tag?
