Allow manually creating team members

Currently, it looks like you send out an invite to a team member so they can create an account; this prevents you from assigning tickets to them until they have created that account; Why not create the account in the admin UI, and send them a link to activate the account and set their own password?

Can there be an "assign to team" function, rather than invite to team, so the Admin can just put people into the correct teams without their interaction?
