Windows Caffe

This is an experimental, community based branch led by Guillaume Dumont (@willyd). It is a work-in-progress.

Prebuilt binaries can be downloaded from the latest CI build on appveyor for the following configurations:

Still can't download on 10 April 2019. To anyone with the same problem I suggest using the docker version.

Still could not be downloaded. Seems persistent. Did they ever work? Has anyone had success in the past 2.5 years?

(Maybe if there's no intention to get them working they should be removed.)
