Siege Expert perk in smithing?

Does Siege Expert in smithing work? It's a 275 perk that don't always show up. But when you manage to select it, does it actually work or not?

I don't think we have a Siege Expert perk patch.

That site says it's working as intended. Do you think it doesn't?

The site says Siege Expert is not implemented, so I guess it's not? I didn't feel any difference before and after this perk.

Also, like I mentioned, the two 275 perk selection is kinda bugged: https://i.imgur.com/PcgHy7x.jpg When you reach 275 only one of those perks show up on the perk tree, could be either one. When you select and confirm, it still says that there is a perk available for selection, but there's nothing there to select. After awhile, usually when you level up some more, the second perk replaces the first one on the perk tree and you can finally select it.
