How does % max hp work?

Like if i have a few perk with exactly number like +10 +3,do perk increase % max hp work on those bonus health or only increase base health?

This is TW math so 3% mean flat +3 :)

It's relative to the base health of '100' for some reason, so like @peppermor said, 3% is 3.

I think in the future base health might vary. I dunno. Seems like it should stack after adds, but not with the methods they wrote. We're trying to stick with TW's intentions.

Maybe in the future base health will be affected by starvation / age / illness / difficulty?
