Question about how perks are supposed to work.

Since you all probably know the most about perks outside of developers, I was wondering if you could tell me if the perks with the Governor tag apply to the player in any way, or if they are just completely useless to the player, which would be pretty dumb.

Some appear to be useless to the player character unless you have a mod that lets you be a governor, yeah.
