Option in EMI to turn on/off special blocks

Arminias asked to give EMI access to certain special blocks that you wouldn't add to creative, like the kiln block or a lens light block, and to make that an option in the EMI settings (turned off by default).

We could in theory also have a Creative tab that houses them?
