Changes to anonymous issue creation

As we are rebuilding the site, it might be helpful to review anonymous issue logging.

• Having a user-editable issue title would be helpful; the current way of working means we have to edit every issue title in order to get meaningful titles.
• Recording the Battlescribe version is not particularly helpful in the majority of cases; it would be more useful to ask the datafile version.
• I'm pretty sure that data file submission is broken, and is not the method by which we want to have people submit fixes, so this can probably be removed.
