Seneschal can't be upgraded to High King

Describe the bug High King upgrade to the Seneschal is not available. This rule is in Defence of Ryza.

At the same time there are some other weird things, warrior elite is a separate banner selection but it should also just be an upgrade, we should look into restructuring this maybe.
