wont open on windows 11

i extracted the files but the exe file wont open

As this is a hobby project I am not paying to have code signing, perhaps your system prevents unsigned executables from running? I don't use Windows 11 myself as SteamVR still don't list it as a supported OS on the Steam store, so I can't test this. One thing to check would be the anti-virus notifications in Windows defender or similar, but I don't think this application should be picked up for anything. The only things it should do is detect keys in the application, simulate keys globally, and write some files. Is there no error message at all? That doesn't give me much to work on.
