[android] 50% CPU time lead to notification spam

Describe the bug Setting the "CPU limit (%)" to 50% makes BOINC spam notification with "Thank you for participating"

Steps To Reproduce

1. Install BOINC 7.22.2
2. Set "CPU limit (%)" to 50% in the settings

Expected behavior There should be no notification (only one once the session is done)

System Information

• OS: Android 12 (SKQ1.210821.001)
• BOINC Version: 7.22.2

Additional context It looks like it has the same behavior (notification spam) for other values than 50%.

Currently on World Community Grid tasks but I doubt it changes anything.

Thank you for the report. As a temporary workaround, please keep CPU time at 100% and change the number of CPU cores instead.
