BOINC 7.20.2 will not install on Windows 11: Error 1719. Windows Installer service could not be accessed
As reported via the BOINC forums by two independent people. They've run all the options I've given them to check that it wasn't the Windows Install service that's the problem here. They can install other programs without a problem. They cannot install BOINC 7.20.1 because of "Error 1719. Windows Installer service could not be accessed."
So the only option I can think of is that something in the 7.20.1 installer doesn't work with their Windows 11 versions. I've asked them to post their Windows 11 version numbers, in case this matters.
I'll check this.
I was not able to reproduce this on clean WIn11 21H2 (Build 22000.739) installation. I need some additional information:
- is this an issue with regular installer or installer with VBox?
- does this happen when installing BOINC by default or as a service?
I remember I saw similar issue when some other installations stucks and there was some processes like 'msiexec.exe' running that were not related to BOINC installer.
So please before running BOINC installation check that no other 'msiexec.exe' instances are running in Task Manager:
I forwarded what you asked, but getting silence back. Also on questions I asked earlier. Waiting game. Now, there is a bug in Windows 11 that stops the Windows Installer from working, but they managed to get through all the tests and fixes for that without it fixing their problem. When I asked them if they could download and install any other installer - I pointed to Notepad++ - one answered he could install other programs, just not BOINC. So then it's not a problem with the Windows Installer en sich.

We're using very old InstallShield, so if there is some incompatibility with Win11 - I'll be not surprised
I have a Windows 11 laptop. Until about 10 minutes ago it had BOINC v7.16.20 installed: it now has v7.20.2
The process seemed entirely normal - check options, agree license, remove old version, install new version, run. No error messages, nothing unexpected.
Laptop was supplied with Windows 10 OEM (Dell), upgraded in situ by downloaded Win 11, updated regularly since. BOINC was/is standard version, not with VBox.
OS information displays:

I think we can eliminate the version of Installshield, for now at least.
The original reporter on the message board was also upgrading from v7.16.2 (may be typo for .20) to 7.20.2 - not as the issue title says. He doesn't mention whether VBox or not, but otherwise seems to be the same pathway.
The second reporter reports his OS as:

Could it be the beta pack he has (Richard has an older one)? I have at least asked him to report it to Microsoft as well.
One of the users reported that he finally managed to install BOINC, just kept retrying. We haven't heard from the other user.
I'm closing this for now since there was no other reports about this issue. I still assume that this was an issue with Windows 11 itself (especially when installing beta version). Feel free to reopen this if this is still an issue on stable versions of Windows 11.
