boinc Windows Setup failing

The windows Setup is failing if the user accounts created by boinc are deleted. It is than not possible to uninstall and/or reinstall boinc. The setup is throwing the error message "Failed to be able to obtain the SID for the selected user on the localhost".

Maybe Virtual Accounts and/or Group Managed Service Accounts should be used here instead?

Virtual Accounts for standalone computers.
Group Managed Service Accounts for domain joined computers/servers.

I would like to add that World Community Grid gets periodic reports of this issue from users on our support email address.

There was an attempt to use virtual accounts in PR #2831 but unfortunately, it has been devoted because Windows XP doesn't support it. I'd have dropped XP support when Microsoft did that, but it has been devoted too in #2348.
