Deprecate `beer song`?

`beer-song` was deprecated last year, and tracks are encouraged to implement `bottle-song`. If you'd like to deprecate `beer-song`, I can port `bottle-song` to replace it. https://github.com/exercism/problem-specifications/blob/main/exercises/beer-song/.deprecated

Sync exercise docs

Ran `./bin/configlet sync` and found these slugs have updated documentation. There are some tests to sync for anagram and queen-attack which I can do in a follow-up PR.

Update path for example.el in track config

I noticed the `configlet sync --metadata` was writing the wrong relative path for `example.el` in an exercise's config.json.

I'd like to port the resistor color series of practice exercises over the next few weeks. - [ ] resistor-color - [ ] resistor-color-duo - [ ] resistor-color-trio

I'd like to implement the new pop-count exercise, having ported it already for four tracks.

Here are some exercises I'd like to port in the near future, having done so on other tracks. - [ ] all-your-base - [ ] bank-account - [ ] etl...

These three exercises are deprecated. The recommendation is that instead of`accumulate`, tracks implement `list-ops` and instead of `octal` and `trinary`, tracks implement `all-your-base`. Therefore, those two exercises should be added...
