[Feature Request] Create `OnceLock` and `OnceCell` using this library's Once

Since unlike `Mutex`, you can't specify which underlying `Once` to use with `std::sync::OnceLock` and `std::cell::OnceCell`, I would either have to roll my own, which seems wasteful and will not update...

[Feature Request] Make sst reuse parts of the deployment that haven't changed

Right now every time I do `sst deploy` it builds the whole stack from scratch, even if I only changed one file in one of the 7 packages I'm deploying....

### Describe the bug this should be similar to #12673 but that one is about svelte 5, this is svelte 4, so I can't easily just upgrade to the prerelease...

Without having the type, it's annoying to create generic functions that serialize their input, since the developer has to just reimplement the types, usually by just copy pasting this library's...
