Add Documentation Examples for State.when_file_received()

I noticed that in the API there is no mention how to indicate the allowed_types String. I found out that it needs to be indicated as a MIME type (e.g. audio/wav). It would perhaps also be helpful to the user to have a transition example listed in the Files Documentation Page.
