DPI-awareness patch causes Freelancer to not launch on some installs?

We recently modified Freelancer.exe's manifest file to make the game DPI-aware. On my system it seems to work without issues. However, there was one user who tried the modified exe we provided and they claimed it showed a message saying "Freelancer failed to initialize DirectX 8". This needs to be investigated further.
