Chancellor's Guards in Alaska should be Liberty Navy Officers

According to the Bonus CD script document the Chancellor is being guarded by "two armed ND Liberty Military Officers". But in the release version they clearly have Rheinland uniforms and looks.

The Chancellor is from Rheinland, wouldn't it make sense for his guards to remain as Rheinlanders? Granted, he is in league with the presumably-infected faction of the Liberty Navy, but to be without any of his own guards doesn't really make sense to me.
