Custom turn blockers

So often I mean to change my policy cards before the end of the turn but forget and then have to wait till the next civic or pay gold. Could there be an option to turn on a block next turn if you have the option to change them but haven't yet. And obviously a way to bypass it if you don't want to.

I'd really like to be able to set something that would only block it the next time it's available (say you're starting to build several builders and want to switch to serfdom before they finish), but that would probably require .dll access.

I'm consolidating this and #382 (and possibly #377 depending on feedback) into here as a blanket "custom blockers" ticket. I believe the framework for a change like this is possible, but would take some intial investment of effort. Once that's in place, adding whatever custom blockers we want could be quite trivial. If you have any other ideas for custom blockers, please submit your ideas here

Ideas:
- have the "send envoys" blocker pop up when you lose suzerain of a city state and have unassigned envoys
- something when you unlock a unit upgrade and have applicable units
- something when a Great General or Great Admiral's passive becomes obsolete
