Mac OSX, new game: City-State listing problems

Describe the bug

City-State listings only lists a single city-state even though multiple are known and still in existence. It has been like this since the beginning of the game.

The right arrow next to the envoy count of 0 highlights and can be pressed, but does nothing. Likewise, this has been true ever since the first envoy.

To Reproduce

See above. Happens in all circumstances. This is with a fresh install of Civ VI, Civ VI Rise and Fall, CQUI, Caps Lock, Rosetta (Dynamic City Names), Proverbium.

Expected behavior

Expected to see all known city-states listed. Expected to be able to send envoys.

Additional context

Civ VI was not even installed on this machine until August 12 nor did the saved game exist, so there is no possible conflict with older versions of the mods.

What version of Civ does mac get? It's possible that you didn't get the spring patch from Firaxis yet.

It's current, and according to Aspyr -- https://support.aspyr.com/hc/en-us/articles/216979606-Civilization-VI-STEAM-KB -- it supports cross-platform play per the update on July 19.

The Spring update went live for Mac on 7/2.

I'm also getting this issue on Windows 10, so I don't think it's a Mac problem.

I can reproduce this issue if I enable Caps Lock. Once that is disabled the issue goes away (even for already existing games).

When that mod is enabled the game also starts spitting out a bunch of errors related to the CityStates screen, so it looks like a conflict.

I'll look into it some more, but see if disabling Caps Lock resolves it for now.

I've tested some more, the issue is related to the official DLC's, but I'm not completely sure what combinations are causing issues. What I know for sure is that if you have only one of the DLC enabled you will run into this issue, with the exception of the DLC: Khmer and Indonesia Civilization Pack, which does not seem to have this issue.

However, if you only disable one official DLC you will never run into this issue (so if you enable everything except Khmer, you will not have this issue). I'm not sure what the cause is, and after enabling and disabling DLC for an hour I couldn't be bothered trying anymore.

If you are running any mods besides CQUI, see if disabling those resolves it (make sure you start a new game to test it). There's something funky going on, and it seems to cause multiple different issues depending on the DLC's and mods used. The issues appear to go away if you load all the DLC, but I'm not 100% sure about it.

Hrm. The only DLC I actually have are the free Aztec DLC, and R&F -- none of of the civ+scenario packs.

I'll have to try w/o enabling Montezuma, I suppose.

What you can try is disabling caps lock after you start. That sorts the issue out as well. It doesn't affect savegames, so you can turn it on and off at any point.

Just start a game with Caps Lock enabled, save the game, disable Caps Lock, load the game. That worked for me anyway. It's still probably an issue on our end, so hopefully we'll get it resolved sooner or later.

Confirmed.

Fired up Civ VI, disabled Caps Lock, hit 'Continue', checked the city state menu -- three CSs were listed and I could send envoys. Didn't make any other changes regarding other mods (left Proverbium and Rosetta in place) or DLC.

Weird, but it works.
