Option To Actually Found The District On Addition Of It To Production Queue

I think there should be an option in CQUI to allow to actually found the disctrict on addition of it to production queue. Currently it won't be founded until it's the first in the queue. This feature should probably be optional so player decides whether he wants it to always happen, to never happen or if a confirmation dialog "Do you want to found this district right now?" should be displayed.
