Write tests to verify that 'inclusivePrefix' is working correctly.

It's not clear that we are handling this correctly. The EnvelopedSignatureReaders and Writers have been modified to handle multiple signatures. We need to make sure this is working correctly now for embedded elements with signatures such as Samlp messages.
