Documentation Update - Troubleshooting docs still list retired azureedge domains

PR #901 replaced several URLs due to Microsoft forced retirement of the AzureEdge CDN infrastructure, however some documentation is still referencing those old URLs, most notably https://github.com/Azure/static-web-apps-cli/blob/main/docs/www/docs/contribute/99-troubleshooting.md

This can mislead new adopters to whitelisting the wrong domains with their IT infrastructure. Can we get this updated with the appropriate domains ?

There seems to be some authentication issues with the previous code owner. I will need to check on this and get it updated asap

While we look into why the authentication issue is occurring at this time, the AzureEdge CDN sites have all been updated to redirect to our new CDN infrastructure so the troubleshooting URL links should still be working.

Ex: https://swalocaldeploy.azureedge.net/downloads/versions.json
