New flag for providing function runtime and function version

Is your feature request related to a problem? Please describe. When trying to deploy through using 'swa deploy', creating a staticwebapp config file and providing the platform info is difficult.

Describe the solution you'd like Instead of config file, can we have flags like apiLanguage and apiVersion for providing the same.
