feat: Add karpenter e2e tests and workflow

Reason for Change: Add karpenter e2e tests and add support for Azure Karpenter in the e2e workflow.

  • Introduce a new script, generate-identities.sh to generate the required identities in both gpu-provisoner and az-karpenter cases.
  • Organize and cleanup the Makefile.
