[Story] Add C2D messages to local development experience

Description

The current local development experience doesn't support C2D messages for historical reason. As #1746 added support for C2D message outside of the IoT Edge, it would be nice to benefit from that improvement to enable these scenarios locally

Acceptance criteria

  • [ ] A Redis instance can be made available
  • [ ] Local development uses the Redis cache to receive C2D message in the same manner as Out of edge deployments.
