Enable draft bundle that snapshots a Draft environment to include the helm values an application was installed and verified with.

By this do we mean the draft.toml content? Typically that's not in a draft-pack at the moment (do I recall correctly?). And, does this have anything to do with easily creating a draft-pack to add to a repo? What's the larger description?
