`draft pack-repo`

pack-repo is a draft plugin that allows one to manage pack repositories. It gets installed by default as part of draft init

This is the meta issue for moving the management of pack repositories in draft from alpha to beta which means we'll focus on finalizing the design and UX as well as writing tests.

  • writing mocks for pack-repo add
  • re-evaluate pack-repo list (version handling, output formats etc)
