Automate closing stale issues after a week of inactivity once marked with the move-to-close label

We have a large number of open issues and discussions. It would be too time consuming to manually handle the closing of all of these issues and discussions. Therefore, we will add a way to automate the closing of issues that have had no activity for a week once that issue has been labeled with move-to-close.
