Peerings not deleted in complete mode.

Bicep version Bicep CLI version 0.10.61

Describe the bug When I removed peerings from my Bicep template, and re-ran with complete mode, I expected the peers to be deleted but the virtual networks stay the same. However, the peers were not removed.

To Reproduce Steps to reproduce the behavior:

  1. Create two virtual networks peered together via a Bicep template.
  2. Remove the peerings from the template and redeploy in complete mode.

Additional context I have looked for related bugs and not found them, but they may be classified differently.
