Bicep deploy - turn feature on by default

Bicep deploy feature is under an experimental/feature flag and turned off by default. This item is to turn the feature on by default.

Awesome! Which should also make it clearly viewable in the Bicep Walkthrough correct? Can you double check that?

Update: The walkthrough will have a Bicep deploy blade regardless of the setting.

When we turn the bicep feature on by default we should remove the flag and update the walkthrough to the old wordings from before "It's time to deploy to Azure!"
