Bicep commands shouldn't show up in output window right-click context menu

Yea I verified this problem, when a user clicks Build Bicep, they get image

And when they try to click deploy, they get

This feels broken, so let's suppress it

Interesting, IIRC this is due to a long-standing bug in VSCode. @bhsubra - didn't you have a workaround for this?

(Yes, the error shouldn't be occuring.) But the menus shouldn't show up in the console window in the first place, and we can control that in the package.json file.
