Add documentation redirect on resource type name

Is your feature request related to a problem? Please describe. When ctrl clicking on a resource type I want to be redirected to the documentation site for the resource.

Describe the solution you'd like Add redirect options to resource, like modules open files.

#11739 is an option I'd like to explore here, now that we're able to represent types in Bicep. Avoiding having to leave the editor at all for type information would be amazing.
