Describe the bug

Live trace always scroll back to top when there is a new trace

To Reproduce

  1. Create a web pubsub, open live trace
  2. Use Azure CLI or other ways to generate some logs
  3. When the traces are over one screen, scroll to the bottom
  4. Generate one more log

I hope scroll bar could stay where it is (or automatically scroll to the latest logs), instead of scroll back to the top

One minor issue: Zoom the page to a big enough scale, you will start seeing two scroll bars on the right (one for the whole page and one for the list)
