Switch to official build of htmltest

Describe the current behavior

Once #3022 merges, we'll be using a private fork of htmltest that includes support for sites that publish to subfolders.

Describe the improvement

Once PR#215 merges and is released, we should switch back to using the official release.

Still interested in doing thus but unfortunately the maintainer of htmltest hasn't merged the fixes in a year+

The PR still hasn't merged - next time we check this issue, we may just close it as so far running a small fork of htmltest hasn't caused us any issues.

Closing this as above. Maybe one day the htmltest PR will merge and we can use the official but until then what we're doing hasn't caused us any issues.
