[Question] - Topic with subscriptions has used space (very small amount) but no messages

Description

Actual Behavior

1. A topic of ours contains several subscriptions (some have sessions enabled) that have rules. The topic has no messages, the subscriptions have no messages (0 deadletter, transfer deadletter, etc.), and yet its used space is 47Kb.

Expected Behavior

1. A topic that has subscriptions (some have sessions enabled) and rules but no messages has a used space of 0kb. This is more of a question from my end than anything. Do rules on a subscription increase used space on the topic? We're newer on using topics with session enabled subscriptions and weren't sure if we were experiencing expected behavior or perhaps had misconfigured it.
