[evaluation] Update parameters for quality evaluators

Description

• Add optional query parameter to GroundednessEvaluator
• Add query and context parameters to RetrievalEvaluator
• Remove context parameter to RelevanceEvaluator
• Remove query parameter from FluencyEvaluator
