[Mgmt] Release inactive packages with 8.x dependencies

Summary

To ensure that we keep dependencies aligned, we should ship packages without active development work taking place when we move to a new major version centrally. This will also ensure that packages include the latest set of targets and trimming for built-in dependencies.

Scope of work

Once we complete the dependency bumps to the 8.x line, the following should be released under a new minor:

  • Placeholder
  • Placeholder
