New SDK sdk/terraform/Azure.ResourceManager.Terraform based on TypeSpec Microsoft.AzureTerraform.Management.

This API export existings Azure resources into its equivalent Terraform configurations, for either azurerm provider or azapi provider. See API design spec for more info.
