Please describe the feature.

In the Azure Monitor Query library, public cloud is the default. Add a section to the README that explains how to configure the library's clients for non-public cloud usage. I suggest adding this guidance in https://github.com/Azure/azure-sdk-for-net/tree/main/sdk/monitor/Azure.Monitor.Query#authenticate-the-client.
