[keyvault] Re-enable keyvault-admin's backup tests

As part of the secret auth migration we needed to disable the @azure/keyvault-admin backup and restore tests. This issue tracks restoring them.

Ideally when test tenants becomes a reality we can just use a SAS token with a test tenant. Alternatively, we may need to make some changes to support RBAC in the tests.
