[core][test] add cobertura code coverage report

  • Azure devops supports Cobertura format for JavaScripts. Add cobertura and remove json report as currently we don't have a use it.

  • Add a vitest browser config file for core test as they don't have record/playback tests.

  • Utilize the shared vitest configs

  • Enable code coverage report for unit tests of packages that don't have live tests.
