[Storage Blob] Migrate tests to use the recorder v2

This issue tracks the work needed to migrate the storage-blob tests to use recorder v2 over the current v1, this is something that is being done for all the packages in the JS repository.

There are advantages to migration which helps all the packages that are being onboarded.
