Re-enabled Smoke Tests for samples.
Fixes #23315.
There are currently no libraries in our SDK that have enabled Smoke Tests for samples that also depend on unreleased_ dependencies, so we are re-enabling said tests. I have opened this issue (#26751) to track work on a solution on how to handle libraries that run these samples tests when an unreleased_ dependency is present in their POM.
